"Think of development control as being a giant oil tanker

transporting its way across the ocean. It is a resource in

great demand. It carries a lot of weight (in our case public

expectation and responsibility rather than oil !) and it takes

a long time to turn around when it's facing the wrong way !

Hopefully we've turned a corner but there 's still plenty of

open sea ahead of us to get across".
